Only hungry Sims in your household or visiting Sims that are hungry will eat the cake by themselves.

Gosh, this has been a while. Thank you for your answer. I'm aware they need to be hungry, but even if they are, they hardly acknowledge the plant and extremely rarely attempt to eat the cake. - After some more research I am pretty sure it is programmed that way - if a sim has a moodlet of being eaten once, it would NEVER try to get the second (deadly) cake, this autonomy option is overridden by that moodlet.
