Sims still buy things off shelves without browse and buy interection

I have 2 businesses on my lot, a cafe with only DRINK & EAT interections and a pottery studio with DO POTTERY & Browse & Sell, yet when the pottery studio is closed and the cafe is open sims still buy things off the shelves so i have to disable shelves off each shelve

gameplay issue
never cc or mods
pc

    Not 100% sure but I think stuff on pedestals is just get sold no matter the activities. 

    I have a business that doesn't sell anything but still if I put stuff on a stand, it gets sold.

    I have no idea if it's a bug or not, since there is an activity for it.

    Wouldnt make sense that would render the interaction useless and a waste of the 5 options
