My Sim just finished writing a book, the meter had filled and she stopped writing, but it is not showing up as "completed." I still have the option to resume writing, it's not in my inventory, and I can't publish the book. However, when I click resume writing my sim doesn't do anything. She'll sit down to write, but then just stop.
There is a bug with resuming writing, It does not always succeed. As far as I can tell the Sim must be in the same mood as when they started the book. Best thing to do is start a new book. You can occasionally check if your Sim is in the "mood" to resume a book.
What's different is I never told her to stop writing. She "finished" writing it because the meter filled up but it did not register as finished. Normally with the other writing glitch it gives me the "I can't reach that" bubble and this time she sits down, gets ready to write and then just doesn't.
I am also having this problem. I see your post is from 2021 - this is a pretty long time for a glitch to still be a problem.
