Monteee312 Please test with no mods or custom content, as in, move the Mods folder to the desktop and delete localthumbcache.package. You don't need to save your progress.
Additionally, if the lot in question uses the Off the Grid challenge, please remove it, which you can do in Build mode.
If that doesn't help, please try a different household within the same save, then a new save, still with no mods or cc, for comparison's sake. Let me know how it goes.
