Half of the Packs aren't appearing when I load into a game

For some reason, after downloading the Sims 4 onto a new computer, it will only download a handful of the packs that I own, but say that all of them are downloaded. I have uninstalled and even completely deleted the EA app from the computer, cleared the cache, moved the game to the different drive, and at this point I am at my wits end. I own nearly everything EA has released for the sims up until the last two kits and I have yet to reorder the newest expansion pack. That is all I am missing from my collection. But for some reason, no matter what I do, even going so far as considering an entire PC reset, nothing works to fix this issue. Why is only a handful of what I own working? Why isn't the game running correctly? Any answers would be better than none.
