Hi! I had the exact same issue & tried numerous processes with no luck, but finally I got it to work!
I know you’ve done the below on Norton, but try to also do it on Windows Defender (Windows antivirus) as it may be overruling Norton in this case.
I use Windows Defender & it was blocking the game from making folder changes.
On realtime protection, add the game as an exception (so it doesn’t see the game as a threat). I added all of the different TS4.exe files in the Game Bin & the EA App.exe files & wolah! I was able to play my game like normal.
