McKenzieM98 If Norton is disabled, Windows Defender should take over. If Defender is still deferring to Norton, that likely means Norton isn't actually disabled. You might need to remove it entirely, at least temporarily, which would also be a useful test.
The new admin account is only a thorough test if a) it's local (not tied to a Microsoft account or any email address) AND if it was created while your antivirus couldn't interfere. So with Norton still running, I wouldn't consider the new account a failure yet. But that also means that your main account might start working again once you have the AV situation sorted out.
