Can't play with friends because Ranks Don't Load

I've had this issue for quite a while now. Sometimes my friends ranks do not load and it shows them as bronze IV, even though they are not that rank. It does not allow me to ready up, giving the error "All party member must reach Level 10 to play". I've been having this issue since the game came out but I have gotten around the issue by switching to trios, readying up, and then switching back. Recently, they have updated the game to unready you when switching game modes so I can no longer do this, and cannot play with friends because of this issue. If I restart my game, it SOMETIMES fixes the problem - probably 30% of the time. Sometimes it can be fixed by them restarting their game too.

The video above is an example of the error I get, notice my friends rank is glitching out, and it says he is level 1, so I get the level 10 error. Look at the error message when I hover over the ready button (I know I wouldn't be able to ready up anyway since my other friend is gold, but that is not the issue here. It says all party member must be level 10, even though we are).

I have been trying to fix this issue for two years with no solution. I've tried reinstalling the game, playing on both steam and Origin, changing internet providers, reinstalling Windows, turning off firewalls and antivirus, switching DNS servers and to static IP, and port forwarding. Nothing has fixed this issue. Please help. I have not seen anyone else with this issue.
