Constant packet loss

No background apps, stable wired internet connection and yet still, lag spikes appear and packet loss reaches 100 sometimes. No matter what i tried it doesn't go away. SOmetimes i can play 1-2 games just fine and then they are back and doesn't go. Didn't have this problems before. I am 100% sure it's because EA decided to spend less money by swithing to Amazon servers.
