Sorry to hear you've been having trouble getting to support, however nothing I have said is a lie. It sounds like you're interacting with the EA Help bot that will pop up on help articles, however that is not support and has not replaced support.
If you need to open a case with support, you can use this page or the Contact us button at the bottom of the relevant help article, rather than speaking to the bot. I was able to create a case with that link just now without the bot even popping up, please give that a try instead. Thanks!
I know this isn't my post but I am having a similar issue so I tried this after going round and round with a bot on an issue I can't find an article for and need to talk to a real person about however it physically will not let click the submit button, it's not greyed out, all the information is filled in, but pressing the submit button is literally not doing anything at all, I was able to access that page you linked after being completely unable to access anything of the sort for customer support which I greatly appreciate but nothing else is working, is there something wrong with it right now? Like is it down?
