Packet Loss only on East Coast

Randomly on Apex Server na-east 1 I started getting alot of packet loss only during ranked, never got it in pubs, wildcard etc... however when I go to central the packet loss is gone and its the same for west. I tried restarting and even uninstalling but it still continues. I have confirmed its not my provider and so if there's a fix please let me know
