Rare and common skins for weapons and legends are low detail and blurry

Ok so I play on PC with a pretty good rig, however pretty much all of my weapon and legend skins under the rare and common categories experience a serious graphical bug where the textures fail to load in properly and they end up looking ugly.  The attached file will display the issue.  Everything else (including legendaries) looks completely fine however.

So is there a fix?  I've looked everywhere and nobody has an answer, in fact nobody seems to have my issue at all.  This has never happened until a week or so ago.
