Trouble getting into Ranked games

For the past week I’ve only gotten into 3 or 4 ranked matches and it takes like 15 minutes to get in. Today I tried multiple times and couldn’t get the lobby to fill. The lobby climbs to about 25 then drops to less than 10 and it does that over and over. Is this normal?
