UI Blur - No Option to Disable?

Is there really no way to disable the UI blur while in the menus and in-game? This refers to the translucent menu buttons and windows. In the menus, there's so much of it and in-game, all of the UI has this blur effect.

My PC is powerful enough to run most games, I know that this specific blur effect on things causes a massive amount of lag. Is there really no way to disable it?

There's other big shooters that had very unwanted changes to their menus with this kind of effect on it. I really do not see the appeal of it and it only makes the game have terrible input delay and lag.

I've done the rest of the settings file modification to attempt to fix my lag problems, very much hoping that one of the changed settings would disable this blur effect, and it doesn't.
