I miss the TS2 elevators. But with the height restrictions on TS4 buildings, I suppose it's not required to have elevators. Just like with real life, buildings buildings with 4 floors or less don't get to have an elevator. Well, technically, there could be 8 floors, but then you would need to go underground for that. 😁
If there were sims who used wheelchairs, crutches, canes, walkers, etc., then even a 2-story building could need an elevator. (I used to operate a freight elevator that allowed patrons of a small theatre on the second floor to attend their plays.)

I’m already imagine how buggy the wheelchairs would be 🤣 bet it would bug and have the sim walk down the stairs and then glitch back into the wheelchair

I suppose if you need to use a wheel chair or your walking is any way impaired than an elevator is a must in certain situations. But in real life people who need to use a wheelchair won't move into an apartment on the second floor of a building with no elevator. Public buildings are required by law to be accessible to everyone so they usually make provisions. But with sims there is also the option to teleport, so an elevator is entirely optional.

Too bad public buildings in Sims 4 don't have elevators. Most of the art in the museum is up a flight of stairs (or two). The club is upstairs. And so on...
