Cookie_Heartss_ Thanks for posting a dxdiag. Please update your game, or repair it, which would accomplish the same thing if it goes through. (The option in Steam is called "Verify integrity of the game files" or similar.) Your dxdiag shows that you're three patches behind.
Please also set your monitor to run at its native 1920x1200 resolution rather than the current 1920x1080. Using a resolution that doesn't match the monitor's scaling can cause this kind of issue.
Please continue to test with your entire Mods folder removed, at least until the game is working again.

Thank you but it didn't work. I did all of that and it still isn't working sadly. The update button randomly appeared when I saw your reply because it hadn't been there before. I'm unsure if I got all the patches yet and I no longer have the update button.
