Can't open friends list/can't join friends

As it says in the title, I can't open my friends list to invite or join them. I've tried so many things t troubleshoot. Verified files - nothing changed, flushed dns - no change. restarted the game and pc multiple times. Not sure what else to do... anytime I get an invite I click accept but it doesn't pull me into the party. The interesting thing is when I'm at the main menu it does not show my level or name above my legend. Not sure what it means but I know it should be there. Also, this issue started when I got the "party not ready" issue earlier today. I was trying to solo q and whenever I would ready up, I couldn't connect to a game because it would give the "party not ready" error. I also couldn't access my friends menu at that point too. Eventually restarting the game/ my computer fixed the "party not ready" but the friends list one is still a problem.
