Gifts don't work even if both meet the conditions

I wanted to gift a friend the Christmas Wraith Store Pack for 2500 Apex Coins. But somehow the Friend I'd like to give the Skin to, isn't shown in the List. Despite we are friends for Years, both aren't banned, I have the Account Security thing on and so on. Is there something I miss?
