"2. Set LOW Latency Mode to ULTRA."

You should ONLY use "ULTRA" if you're GPU-bound meaning when you're GPU is close to 100% usage when you play.
Otherwise you actually risk increasing the input latency as the GPU renders frames faster than the CPU can submit them. The GPU finishes a frame, looks at the queue, finds it empty, and goes idle which may also introduce stutters.
