I understand your frustration with the City Living apartments. While I sympathize, that aspect was by design and how it was advertised when that EP was orginally launched. They wanted to simulate the problems some people can have IRL living in apartments and also introduced quirky lot traits that were only created for certain apartments in San Myshuno. Other EP's that have some type of apartments have their own little quirks. Btw, did you even read the seperate description of the EP? The description you quoted only for the BASE GAME.
