Why don't employees place (e.g., treats they make) on sales tables?

So, this may be by design, I don't know. 

When I am with the small business owner, I can manually place the candy treats that their employees make onto the sales tables for customers to buy. The employees are putting them into the fridge, I drag them from there. 

Is it because I made a fridge available? Am I doing something wrong here?

But why can't employees take treats they make and choose to put them in an empty slot on a sales table if they are available (and maybe put any treats they make in the fridge if there is no available space)?

When I change to a different household and visit a small business as a customer, there is never anything to purchase. So what is the point?
