Linatrandance Packs you buy in the EA App aren't supposed to work in Steam, so I'm surprised they ever did for you. Regardless, the way to fix this now is to uninstall both copies of Sims 4 and reinstall only through Steam. Clear the EA App's cache after uninstalling the game:

After you reinstall through Steam, open the App, click Sims 4 > Manage > Manage add-ons, and download the packs you own there, but NOT a second copy of the base game.
