I'm on a windows 10 pc with no mods or custom content used and all of the game settings are on minimum. I've already cleared the cache, repaired, uninstalled and reinstalled. So what do I need to do now?

jerv2409 Is the "content file locked" error causing any problems? I've seen a handful of other examples of this, all from Steam users, but no one has stuck around long enough to do more than the most basic troubleshooting. So I can't tell you why this happens or how to fix it, if it is in fact a problem.
The game taking a long time to load could be due to outdated mods or custom content, or to OneDrive interfering with your files. Or it could be a more extreme example of this known issue:

To test, try a clean user folder (remove or rename the one in Documents Electronic Arts so the game has to create a new one; you can restore the old one later), and use this method to find out whether your user folder is inside OneDrive's folder:
