Same here, before the update my game wouldn't go under 240, now it constantly goes under 200 fps. I don't know what happened, but I didn't change or update anything except the game. I tried disabling the new "render_on_input_thread" option and that helped a bit but still my fps goes down into the 160-180 territory which it never did before even on max settings. Tried lowering settings and resolution, as well as updating drivers(which were so broken I had to go back to the old ones) but nothing seems to help, don't know what to do.
PC Specs: Intel i7 13700k
32GB DDR5 6000Mhz
Nvidia RTX 4080
Windows 11 23H2 (fully updated)
SSD Apex Steam
Edit: It seems to be a GPU utilization issue. Before, my GPU would stay on 98-99% utilization, but since the last update, it's only doing 40-50% most of the time.

This really helps confirm it’s not just an AMD issue. Turn out people with completely different setups having the same performance drop after the update. In my case, nothing changed on my end either, same drivers, same settings, and performance just drop after the patch. I've tried all the usual fixes too like drivers, launch options, fresh config, even full reinstall, and nothing really helps.
It definitely feels like something in the engine or render thread handling got messed up, and it’s affecting a wider range of systems than just AMD.
