Try resetting your sims 4 folder, and testing in a new save game without putting back any of your data in the sims 4 folder and see if the issue remains in the new save game.

Will I lose saves doing that?
No, you won’t lose your saves. This thread also explains how to test on a fresh user folder, as well as information on how to recover/copy back your folders.
